REQUESTS FOR QUALIFICATIONS ENGINEERING, PLANNING AND/OR GRANT SERVICES WRITING/ADMINISTRATION The St. Regis Resort District is seeking proposals for engineering, planning, and grant writing/administration services related to a water system in St. Regis. The St. Regis Resort District will utilize the selected firm(s) or individual(s) for a period of up to seven years for all planning, engineering, and/or funding-related activities asso- ciated with the St. Regis water system, including, but not limited to, the District's water supply, treatment, and distribution systems. Desired services may include capital improvements and/or project development planning, surveying, preliminary engineering, final design, construction management, inspection work, grant writing, and/or grant administration. The agreement and payment terms will be negotiated with the selected offeror. The District requires assistance in developing a preliminary engineering report (PER) to assess the feasibility of a centralized drinking water system for St. Regis. Section 3 of the Housing and Urban Development Act of 1968 mandates that recipients of CDBG funding should provide training and employment opportunities to lower-income residents to the greatest extent possible. Additionally, consultants and contractors selected for designing and constructing public facilities projects should prioritize business owners located in or substantially owned by residents of St. Regis and Mineral County to the fullest extent possible. This solicitation is being offered in accordance with federal and state statutes governing the procurement of professional services. Accordingly, the strict reserves the right to negotiate an agreement based on fair and reasonable compensation for the proposed scope of work and services and reject any unqualified, unsatisfactory, or inappropriate responses. Copies of the detailed request for qualifications (RFQ), including a description of the services to be provided by respondents, the minimum content of responses, and the factors to be used to evaluate the responses can be obtained by contacting Jessica Connolly at (406) 649-7206, St. Regis Resort District, PO Box 151, St. Regis MT 59866, or via email at jessicam.connolly@gmail.com. All proposals must be received by 4:00 p.m. on Friday, March 8, 2024.
