EXHIBIT 2-G NOTICE OF EXPLANATION FOR FLOODPLAINS AND/OR WETLANDS 8/26/20 The Town of Plains, Montana intends to undertake a project located in the100-year floodplain and/or wetland. The project involves an access road and underground utilities (in the floodplain) to reach the relocation site for the new wastewater treatment lagoon facility (outside the floodplain). The por- tion of the access road/utility corridor in the floodplain will be 30ft wide and approximately 2000LF . The relocation project is being undertaken to eliminate the threat to the existing lagoon facility that is currently in the floodplain and approximately 100 feet from the Clark Fork River. The project is a CDBG project under the Montana DBG program. Other potential federal funders include UASACE, USDA Rural Development, and FEMA. The access road and underground utilities will cross the 100 year floodplain to get to the new site. The access road and underground utilites cannot be located elsewhere due to private land owner access and exceedance of available program resources to route the underground utiliites around the floodplain. Failure to relocate the lagoon (including the estab- lishment of the access/utility corridor) would result in continued exposure to the immenant health and safety risk of losing the sewage treatment facility that serves the entire Town of Plains, County Hospital, and School District. It is the Town of Plains judgement that the proposed improvements outweigh consideration of Executive Order 11988. The WWTP relocation site is not within the floodplain, but the access road is. The access road will not have a direct impact to the floodplain since the road will be at existing ground elevation so that the farm field it crosses is not impaired for current farming use. Any flood water inundation would not encounter a barrier or redirection due to the access road. The other practicable alternative considered, but not selected, was to access the site from the north via Airport Road and Diehl Ranch Road. This route was not considered feasible to due to the lack of easements.
